Meet Our Senior Management Team

Mark Masters

EXECUTIVE CHAIRMAN & CHIEF EXECUTIVE OFFICER

Mr. Masters is a tribal citizen of the Cherokee Nation of Oklahoma and has over twenty (20) years of industry experience. He holds a BS Ecology from Oklahoma State University and a Graduate Certificate in Entrepreneurship from the renowned Tuck School of Business at Dartmouth.

During his eight year career as a federal wildland fire and all-hazards incident responder he held a variety of positions including as an aerially delivered firefighter (heli-rappeller). In 2009 he left his position with BIA-NIFC and founded Chloeta with extremely humble beginnings. Chloeta has grown into a national service provider in the areas of emergency management, environmental consulting, healthcare, security, aviation and wildland fire management.

Mark is a highly sought after public speaker and media commentator. He has served as a joint keynote speaker with Congressman Tom Cole (R-Oklahoma) in addition to being a live interviewee on CNN Newsroom, CNN Money and The Weather Channel.

Mark has been awarded several honors including the National Young Entrepreneur of the Year award by the U.S. Small Business Administration in 2012 and the National American Indian Center for Enterprise Development (NCAIED) “40 Under 40” award. He also served as a panelist on President Obama’s Subcommittee on Small Business, Young Entrepreneurship Series (YES) which streamed live on WhiteHouse.gov.

Mike Moore

PRESIDENT & CHIEF FINANCIAL OFFICER

Mr. Moore is an experienced business executive with almost forty (40) years of C-Suite leadership and financial management experience in both the private and public sectors, including taking multiple companies public. Prior to joining the Chloeta team in 2020, he was Chief Executive Officer and board member for a $4 billion public oil and gas company with assets located around the world. During his almost 20-year tenure at that company, he oversaw all day-to-day decisions, with a concentration of time spent on long-range strategic planning, risk mitigation, and investor relations worldwide. He provided cross-functional management, directing eight Senior Vice Presidents including a COO and CFO and had direct oversight of human relations, legal and IT.

In his career, Mike has successfully identified and negotiated the acquisition of several transformational assets, including a $1.85 billion acquisition that transformed the company in both size and scale and reduced both current and future market risks. Mike also has several years of experience maintaining corporate capital structures and operating as a Chief liaison with commercial and investment bankers.

Mike currently serves as Chloeta’s President & Chief Financial Officer where he provides strategic vision and leadership to the Senior Management Team and supports all groups to increase both gross and net revenue year over year. He also focuses on developing new client relationships and helps to drive operational excellence to maintain both new and existing relationships. He is a key participant in the long-range planning for the company and reports directly to the CEO.

Bryan Masters

CHIEF INFORMATION OFFICER

As the Chief Information Officer (CIO) at Chloeta, Mr. Masters brings a wealth of strategic leadership and technical expertise to the forefront of our digital landscape. With a distinguished career spanning more than fifteen years in the field of technology and program management, he is a visionary leader dedicated to driving organizational success through cutting-edge technology solutions.

He holds a Bachelor’s of Science in Natural Resource Ecology and Management from Louisiana State University. Prior to joining the Chloeta team, Bryan held positions with Louisiana Department of Environmental Quality and Kent Design Build where his analytical technical proficiency combined with interpersonal management skills allowed for rapid success of new and complex initiatives.

Mr. Masters has been instrumental in elevating Chloeta’s IT structure as he creates internal networks to enhance technology integration in pursuit of business objectives. He prioritizes collaboration and a high-performance culture, ensuring optimized integration of technology within our organization.

Emily Cochran

VICE PRESIDENT, BUSINESS DEVELOPMENT

Ms. Cochran graduated from the University of Oklahoma with a degree in International Business and Supply Chain Management. She joined the Chloeta team as Business Development Intern in 2017. She has since worked as Contract & Proposal Manager and Director of Business Development. Her duties include Capture Management, Proposal Writing, Networking and Sales as applicable, and other Business Development related duties.

Emily has written hundreds of proposals which total to more than $100M in contract value. She develops and grows relationships with key decision makers at every level of the BD process including clients and other team members. She also tracks client satisfaction for every project and understands that the key to winning contracts is successfully fulfilling the needs of current clients.

Chet Dodrill

VICE PRESIDENT, CONTRACT ADMINISTRATION

Mr. Dodrill has over ten years of experience administering and managing complex requirements for the federal government in both the defense and civilian sectors. He holds a Bachelor’s of Business Administration in Finance and Supply Chain Management from the University of Oklahoma Price School of Business as well as a Master’s in Regional and City Planning degree from the University of Oklahoma Gibbs College of Architecture.

Chet is an experienced executive in professional services, environmental planning, and emergency response. He is a bronze award winner of the national Best in Biz Finance Executive of the Year award. He has been a speaker at multiple conferences in fields as diverse as urban interface planning, historic preservation, and unmanned aerial systems applications in wildland fire.

As Vice President of Contract Administration at Chloeta, Chet provides leadership and institutional knowledge for the firm’s general and administrative staff as well as ensures compliance with contractual requirements and regulations. He additionally supports the Business Development team with pricing and proposal development support.

Meredith Kemp

VICE PRESIDENT, COMMUNICATIONS

Ms. Kemp graduated from Oklahoma State University with a Bachelor’s degree in Business Administration Marketing, and holds a Master of Business Administration (MBA) degree from the University of Central Oklahoma. She has several years of government contracting and program management experience specifically in Aerospace, Emergency Management, Professional Services, and Wildland Fire.

She started with Chloeta in early 2021 as the Director of Operations overseeing the Program Management Organization (PMO). Meredith currently serves as Vice President of Communications where she oversees internal and external communications, branding, community and client relations, and the Administrative team. Meredith is the face of Chloeta in the community and supports President Mike Moore in maintaining executive level client relationships. She plays a pivotal role in the development of our Risk Mitigation and Asset Protection program.

Meredith is a graduate of Leadership Oklahoma City’s LOYAL Class XIV, a tribal citizen of the Cherokee Nation of Oklahoma, an active member of the American Indian Chamber of Commerce Oklahoma and has been involved in workforce development efforts across the state of Oklahoma.

Sarah Shephard

VICE PRESIDENT, HUMAN RESOURCES

Mrs. Shephard is a Human Resources expert with more than 15 years of human resource leadership and operational experience in the areas of retail, government contracting, hospitality, and staffing. She has a strong acumen for leading teams in multiple verticals to be successful and propelling operational growth through streamlined processes. Sarah graduated from the University of Central Oklahoma with a Bachelor’s in Psychology. Sarah is a member of both SHRM and the Oklahoma City Human Resources Society.

As the Vice President of Human Resources, Sarah oversees the human resources, payroll and recruiting departments. She helps create a cohesive environment where employees and staff are encouraged to thrive and grow. Her ability to quickly change gears in rapidly changing industries, has made her an unmeasurable asset to the team.

Sarah has a nact for recognizing exceptional talent. She ensures that the payroll department maintains compliance with multi-state laws and the Human Resources department stays in compliance with all labor laws. She continues to encourage employee engagement, goals, and career path challenges.

Heath Tebow

VICE PRESIDENT, OPERATIONS

Mr. Tebow possesses twelve years of experience leading and managing large-scale, complex government programs. He holds a Bachelor of Science in Agricultural Economics from Oklahoma State University.

Prior to joining the Chloeta team, Heath had a twenty-one year tenure with the Social Security Administration (SSA). During his time with SSA, he supervised various levels of management and partnered with state components overseeing a federal annual budget exceeding $267 million. His process optimization tactics helped SSA improve productivity and exceed project targets and budgets. Joining the Chloeta team afforded him the opportunity to return home to Oklahoma.

As Vice President of Operations, Heath provides strategic leadership and guidance to Chloeta’s Project Management Organization Team defining objectives and processes to meet financial and operational business targets. Through collaborative problem solving, he ensures efficiency amongst the daily internal functions of the business promoting operational effectiveness and growth.

Jo Kephart

SENIOR DIRECTOR, BUSINESS DEVELOPMENT

Ms. Kephart has served in multiple roles at Chloeta including Tribal Liaison, Project Manager, and Proposal Manager. With a career spanning over a decade, her mastery in organizational leadership, nurturing relationships, honing training programs, fostering effective communication, and conducting in-depth research is truly exceptional.

In her capacity as a Project Manager, she orchestrated the establishment and management of Chloeta’s Healthcare Staffing Program, overseeing 10 medical professionals across various Indian Health Services sites while maintaining a high level of communications with clients.

As the Senior Director of Business Development, she collaborates with the Bids & Proposals Team in shaping proposals, while steadfastly advancing the Healthcare Program's growth through strategic business development efforts. 

Lisa Andrew

DIRECTOR, LEGAL SERVICES

After earning her J.D. from the University of Oklahoma and passing the Oklahoma state bar exam, Mrs. Andrew moved to Washington, D.C., where she joined a private law practice as a Senior Associate Attorney and became a member of the Maryland, Virginia, and Washington, D.C. state bars. She subsequently learned about an intriguing opportunity to provide large-scale litigation support for federal government agencies, such as the Department of Justice, and pursued that exciting career, eventually managing several major litigations of national importance. She went on to direct E-Discovery efforts for many federal agencies that perform large-scale litigations and investigations before taking a break from public employment to care for family members in need.

At Chloeta, Lisa serves as the Director of Legal Services, where she offers her experience in the law as well as in federal contracting to help Chloeta provide its mission-critical services.

Jordin Glascock

DIRECTOR, RISK & COMPLIANCE

Mrs. Glascock graduated from the University of Oklahoma with a degree in Finance and Accounting. She joined the Chloeta team as an Accounting Intern in 2011, and continued to work in various roles on a part time basis before starting full time as the Director of Risk and Compliance in 2022.

Prior to her time with Chloeta, Jordin spent 10 years coordinating government regulatory audits and ensuring compliance with applicable laws for a local bank in Oklahoma City. Her duties within Chloeta include ensuring company processes are accurate, current and in compliance with applicable regulations as well as coordinating internal compliance review and monitoring activities.

Ken Wilcoxen

CONTROLLER

Mr. Wilcoxen is a Certified Public Accountant (CPA) with over 25 years of experience leading accounting teams for Fortune 500 companies. He holds a Bachelor of Business Administration in Accounting from the University of Oklahoma and a Master of Business Administration from Oklahoma City University. He has extensive audit experience that includes collaboration with numerous consulting firms specializing in internal audits and implementing new Sarbanes Oxley controls.

As an Accounting Director, Ken was a lead Project Coordinator in the implementation of a new Oracle ERP system. His experience as an accounting specialist working closely with IT technical teams was instrumental in the data conversion for the new ERP roll-out. Ken was also an Administrator for the Oklahoma Tax Commission where he oversaw a large group of CPAs and auditors managing the Business Tax Discovery unit. They were tasked with developing new technical audit methods to ensure business tax compliance with Oklahoma tax statutes.

At Chloeta, Ken serves as Controller and oversees a group of accounting professionals to ensure accurate financial reporting, tax compliance, and continued success of the business.
